Just wondering is there a reason GenCode.php doesn't create civicrm-version.txt?

Not that it's a hard step to do manually, just wondering.

gencode does not know the exact version number (i.e. 3.1.beta4 etc). we know its 3.1. we can send it in as an additional argument but never got around to doing it
