Error while installing civicrm in iis server

Hi
i have installed civicrm 3.0.0 version standalone application in iis server when i am logged in with the openid i am getting the above error
Fatal error: Uncaught exception 'Exception' with message 'XML data could not be loaded. can any one help me in finding the solution.
Also anyone can give me the stable version for iis installation

You should try installing latest CiviCRM 3.1.x
