CiviMail no existence of recipients in 1.9

No we should not display the empty selectors on that page. Might be better to abort with a fatal error message saying you need to create groups with mailing enabled. P: wanna file an issue and fix it

CRM-2343 filed. I assume we want to abort when there are no valid targets – i.e., neither groups nor previous mailings.
