Report settings hidden when report has no rows

Hi,

I notice that a report's "Report Settings" section is hidden when the report has no rows.  This makes it impossible to adjust permissions, dashboard availability, and other settings, without changing changing the filters -- i.e., the only workaround I've found is to change the filters to get some rows in the report (if that's even possible), then change the permissions or other settings, then change the filters back to their original values.

Edit: This behavior is confirmed on the sandbox demo site.

Is there a reason the settings are hidden, and could we consider changing this in future versions?

I've patched this for my own use, so that settings are no longer hidden when the report has no rows.

Can we consider adding this to a future release?
