Email copies to multiple recipients currently stored as separate activities

If you send a copy of an activity to multiple recipients, a separate activity is created for each recipient. I think originally this might have been because the content may have been slightly different for each recipient (due to e.g. permissions) so for auditing reasons a separate copy was created, but then that wasn't implemented so since the content is always the same I'm wondering if there's a reason to keep these separate? i.e. can it be stored as a single activity with multiple "with contact"s.

The same code is used on the non-case side for email copies sent to activity assignee's. Is there a reason those would also need to be kept separate?

Maybe something like if two recipients both have access to civi, then you would want to be able to have separate activities so that they can't see the other person's involvement. But on the case side there isn't that level of separation anyway, and on the non-case side it would seem unlikely that two people would be assigned the same activity but not have access to see that the other person was also assigned it. Probably still safest though for the actual emails to still be sent separately or bcc'd.

Any reason to keep the email copies as separate activities? The current situation is problematic where case updates are routinely copied to multiple people because the case activities list quickly fills up with "Email copy sent to XXX" repeated over and over.
