Question about additional participants with pending incomplete registrations

Hi,
I'm just wondering if this is by design and if there's some side-effects to changing this, but we noticed that if you have the following:
- an event registration with additional participants
- the transaction ends up being pending-incomplete (for whatever reason doesn't matter)
- staff later go and manually complete the payment for the primary registrant
then it does not update the registration status to Registered for the additional participants.

Note this is different from Pending-Pay Later (e.g. when the registrant is allowed to pay by check), which works as expected.

We've found the code where this distinction happens, and are wondering about whether Pending-incomplete behaves differently on purpose.
