Civicrm create user records from contact doesnt send confirmation email?

vhilly:
I try to create user record, using action link in civcrm contacts. But when i fill up username and password and click add , the account sucessfully created but no email sent. Any idea how to enable sending confirmation email upon creating user record on civicrm contact? I am using the latest civicrm update
