Contribution Status for manually processed transactions

How can Contribution Status be set for manually created contributions? 

For example if a cash or cheque donation is received then a new contribution record is manually created. The default status is empty however and I can't see how to set the status to Completed using the web forms.  I can set the status by doing an import.

Is it a bug that there can be a contribution record with an unspecified status?
