I am trying to create an event for a conference that our food warehouse is hosting for its member agencies (organizations which purchase and distribute food from our warehouse).

The challenge is, we want registration to be by member agency - so by organization, if that makes sense. We want to collect each agency's name and ID (custom field), as well as the names of the people representing the agency (up to two). Essentially, I'm looking for something similar to what CiviContribute's "contribute on behalf of organization" allows. However, I see no such option for events, and have not found any solutions through my research. I have seen CiviCRM Webform suggested as a solution, but unfortunately that does not support Paypal Standard, which is what we use.

Any insight is appreciated.
