When creating/editing a case type, the user can create a listing of Activity Types (in the Activity Types tab of the Activities section).

I think that the purpose of this is to populate the drop-down menu available on the 'manage case’ page, but I’m not clear on that yet (that’s what I’ve said so far in the documentation, so if it isn't the case please let me know).

If this tab exists for that purpose, and that purpose alone, I would argue that it is of less importance than the Standard Timeline tab (or Sequence tab if one is created), and therefore this tab should be positioned to the right of other tabs and should not be the default active tab when viewing the case create/edit page.

FWIW, I agree that the standard timeline is often more... poignant in capturing the essence of a case-type. OTOH, that's a bit subjective (e.g. some case-types might be heavily timeline-driven; others might be mostly manual), and both are important. The tab-layout is bit more stable this way (because the "Activity Types" tab is irremovable and anchored in place; while the "Standard Timeline" is more mutable).

If (at some point) we extend default list of "Activity Types" to include meetings/phone-calls/etc (which I think was proposed in another thread), then it becomes even less important to fill out initially... and maybe we could anchor "Activity Types" on the right instead of the left...
