ERROR WHILE REGISTERING

I am registering as a Joomla user but when we are submitting the form it is showing error due to CiviCRM component. Because when we register as a Joomla user and same user contact is created in CRM component.

In CiviCRM UI go to Contacts > Find and Merge duplicates.

You should see a list of rules that can be used to check for duplicates. At the top are the Individual Rules.  There should be one that has Unsupervised in the Usage column.
Your error message suggests that there isn't one.

You will need to change the usage for one of the existing rules or add a new rule for individuals so that you do have an "unsupervised rule for individuals".
