When walking through the new mailing wizard, if you've clicked to save the mailing as a template, proceed to the test mailing page, and then return to the mailing content page, the checkbox for save as new mailing is still checked, and CiviMail will save the mailing as a new template if you then proceed to the next page.

If you go back and forth between those two screens a few times, you inadvertently end up having multiple versions of basically the same template saved with the same name.

When returning to the mailing content page, the checkbox should revert to the "update" option (assuming the person is tweaking the content until it's finalized).

This seems like "undesirable behavior" at best. I've posted an issue for it:
