Is there a way to search for past groups? As in, contacts who were once in a certain group but were removed from that group either from the bank end or through a profile?

you can search for members with a specific status within a group. check:

http://drupal.demo.civicrm.org/civicrm/group/search?reset=1&force=1&context=smog&gid=1
