Importing with multiple countries

When importing with multiple countries, if the state/province field uses the abbreviation, Civi does not seem to verify the abbrev. against the country value imported. So NY may end up importing as Nyiregyháza instead of New York, even if "united states" is the value for the country abbrev.

I think there should be some kind of check, so during the import, IF a country value is being imported, Civi imports the appropriate state value.

Since Civi already does a lookup to see if the country and state values are enabled for the site, I'm guessing this shouldn't create too much overhead?
