Event-specific workflows and admin reminders

For each of our events, our internal admins would like to have a workflow management type of system.  They would like to have a set of Due Dates for specific Tasks within an event and then have the system email them (or email event participants or leads) prior to those due dates for each task.

So for Event A, they'll have the following example tasks:

• Team documentation sent to participants: due 25 days prior to event date: owner is Contact A
• Supplies purchased: due 5 days prior to event date: owner is Contact B
• Total Fees paid: due 15 days prior to event date: owner is "All Participants"

They'd like an email reminder sent on each of those due dates (or maybe a day or two prior).  Basically, they want to track their to-do lists globally and send reminders to the correct person as some of those tasks are owned by other people.

Does Civi handle this type of workflow?  Can it be done with Events or CiviCase? I haven't messed with CiviCase much, it seems like it's for something totally different.

If not, does anyone know of a good Drupal module for Task workflows like this?  Something that can pull Civi information (even via the DB) would be great.
