on upgrade to 3.3.2, all Credit Card contribution/transaction pages "not found"

I am running drupal 6.19 and just upgraded from 3.1.4 to 3.3.2 on a development server. 

Any page which involves a CC transaction (member - submit CC, contribution - renew page, event registration) returns a "page not found."  No error is generated (I have debug on as well as CiviCRM error). 

On the live site, the pages work fine. 

Where do I look to see if I failed to change a settings (I modified everything, I think, in global settings), etc.  I can see one of the contribution pages, but I cannot see it "live" nor can I "test drive" it.

I am not sure this is specific to the contributions module as it affects membership and events as well.  But I am not sure where to begin.
