JavaScript, CSS, and Image Path Issues in Joomla Admin After Upgrading from 3.1

I just upgraded from 3.1.6 to 3.3.5 in my Joomla 1.5.22 installation and now when I access CiviCRM from the admin the CSS, JS, and image paths are all wrong.  They're all loading from paths like:

"packages/jquery/jquery.js" when the actual path would be something like "/administrator/components/com_civicrm/packages/jquery/jquery.js"

The directive for this in the civicrm.settings.php file is accurate.  It's in this format.
define( 'CIVICRM_UF_BASEURL'      , 'https://www.mydomain.org/administrator/' );

What else could be causing this?  My CiviCRM installation is toast until we can sort this out.

Actually... it appears to be doing this on the front end of the site as well.

What could cause this?
