Showing Users (People) menu for other than admin

On the CiviCRM version 1.9 we gave a couple of people users authority.  Now we are on version 4.0.5 (drupal 7) and only the admin user seems to have the users (now called people link).   Is there way for others to have "People" authority?  Is there another rules option that I need to check?

With CiviCRM 1.9 we used Drupal 5.  Now with CiviCRM 4.0.5 we use Drupal 7.  Only the main administrator has a drupal admin menu on the left which does contain people and other.  How could we have the people menu show up?

Sorry the only thing I know about Drupal is to launch CiviCRM, so we tend to think of Drupal in terms of Civicrm.

The administrative user does have People as well as Content, Structure, Apperance, Modules, Configuration, Reports and Help.  Under v 1.9 we were able to grant users authority, not sure how to do the same in 4.0.5.

So this is Drupal Permissions - if you know how/have permission to set CiviCRM permissions in Drupal it is in the same place and will be under 'users' near the bottom of the list - hope that helps
