The below is currently not possible. I suspect it will be integrated in a future release (hopefully as a community contribution).

I think the location module in drupal offers this functionality, so attempting to port the solution from that module is a good  first step

I too am interested in enhanced geocoding and mapping functionality within CiviCRM. I am currently working for a small non-profit developing this application for use as a community emergency response tool to aid our remote community in providing aid and services to seniors, invalids and the handicapped during a disaster. We have volunteers willing to help, and a telephone response line prepared and need to be able to localize the most useful people and resources closest to those in need. Perimeter searching and enhanced mapping would be a terrific addition and would make the application a real benefit in the case of emergency. Are there others already working on such features that I could partner with, or contributors willing to assist in the cost of the development in order to receive access to these features? Please let me know.
