Civi Admin Menu does not appear after upgrade to 4.1.5

I recently upgraded my Joomla 1.5.17 and Civi 3.1.4 site to a fresh install of Joomla 2.5.6 and Civi 4.1.5. I was able to preserve all of my Civi data in the process.

In the Civi admin panel the main Civi Menu in black does not appear.  The left column and dashboard shows up but the meu items do not.  Everything else seems to be fine except for that missing (critical) menu.

I notice that the "civicrm_preferences" table is missing from the database following the upgrade.  Is that normal in version 4.1.5?  When I imported just that table from a previous version nothing changes.  There is a "civicrm_navigation" table with the proper records for the menu.

Any ideas?  All help greatly appreciated!

Can you check in Firefox with Firebug and look in the Net and Console tabs for any errors or missing files?
