Permissions wrong for New SMS?

I have set users up so they don't have  'Administer CiviCRM' in Drupal but as a result they lose 'New SMS' and 'Find Mass SMS' options.  This seems wrong.  I fixed the 'Find Mass SMS' option by changing the permissions in the 'Navigation Menu' settings to CiviMail rather than Administer CiviCRM.  However this didn't work for 'New SMS' as though they get the menu option back they get 'Access Denied' when they click on it.  This looks like an error/omission/bug as surely regular users are supposed to be able to send SMSs?   At least my users want to.  Should I raise this as a bug in 4.3?

Same issue here, actually only half an issue

I moved the SMS to top menu. There is no specific permissions for CiviSMS and thus it disappear with less privileged users.
They still can use the mass SMS function via the action pull down on the manage group display.
Would be nice to have a specific set of permissions for CiviSMS
