Hey folks,

I am trying to get my ticketing up and running for an event that is fast approaching. The event page is www.organiccouncil.ca/awards. A little ways down the page is the CiviCRM frame that should allow people to purchase tickets. I can click on the purchase ticket button, put in my info, but when i press 'continue' it gives me this error message (regardless of which ticket prices/payment options i choose):

"Sorry but we are not able to provide this at the moment.
Unsupervised rule for Individual does not exist"

I've tried looking this up in the documentation but have not found anything to address the issue. any help would be very much appreciated.

I have been able to get through this issue if I am logged in to my wordpress account.

PS.
I have tried setting the appropriate Access Control Levels (ACL) but that doesnt seem to help.

I've seen this once before.  If an unsupervised rule for individuals doesn't exist, create one here:

WWW.YOURSITE.ORG/civicrm/contact/deduperules?reset=1 

Additionally, would you help us debug this problem? 

1. What version of CiviCRM and Wordpress did you start with? 
2. What version are are you using now? 
3. When did you upgrade? 
4. Did the problem begin after the upgrade? 
5. Did anyone at your organization change the deDupe rules (I'm guessing not, since you didn't know where to find them, but just asking...)?

I am getting this same error when I try to add a new user (Wordpress dashboard:Users>Add New). We just moved our Wordpress website over from another server/host, and re-loaded CiviCRM. All the CiviCRM database info seems intact. I am able to log in, but need to add in users again. I see that there are three tables regarding dedupe, but not sure how to tell if they have unsupervised rules. I have compared the new database two dedupe tables with the previous ones and they are identical. The one named dedupe_exception is in both and does have some differences. I'm not a programmer, so not sure what to do or how to fix this. 

1-3. CiviCRM 4. 4.3  and Wordpress version 3.7.1 (same versions being used since Dec. 10, 2013)
4. No, problem began after bringing in new Wordpress fiesl and database, and reloading CiviCRM
5. I do not think anyone changed the deDupe rules, but maybe they are different when CiviCRM got re-loaded?

Adding a helpful note for future Googlers:

This also applies to the error: "Supervised rule for Individual does not exist."

Our users started getting this error immediately after I deleted the only "supervised" contact de-duping rule on the admin page at:

http://our.website.url/civicrm/contact/deduperules?reset=1&action=browse

When I Googled the error, I only got two hits for "Supervised rule for Individual does not exist." so I'm adding that sentence to this forum thread twice, since this thread helped me resolve the situation.

(I resolved the situation by creating a new Supervised de-duping rule.)

When I deleted a weird external ID dedupe rule, it turned into this problem. It took me a while to figure out the link to create a new Individual Dedupe rule have changed, in the 4.4.5 WordPress version they're
