Create new tags and groups first of import session tasks

I suggest to create the new TAGS and GROUPS in adding when importing contacts first of the import session, in this way if the import will go in timeout, the imported tags have the tags or groups, or instead will be without this as it is now, but actual system give problems when import go in timeout (for example: We encountered an unknown error in setError: Error: Unable to load http://www.xopeka.biz/civicrm/import/contact status:500) because then i must rememmber and work to give thiss tag later to these contacts.. to not continue to have problems
