Eliminate send test to group - suggestion

We've been running for over a year and a half, so this does not happen very often, but twice a new CiviMail user has for some reason sent the test mailing to the entire database group.  When this happens many test mailings are sent to some people in the group - in the last one, I received 115 test mailings.   

Since we do not have a need to send a test to any group that can not be handled another way, I modified the mail template (Test.tpl) - version 1.9, to eliminate this option and thought that it might be useful for others.

We have multiple people doing mailings, so others with only a few, may not have the issue.
