I created a search Profile with two Individual fields, First Name and Last Name.

For both fields I did this in CiviCRM Profile Field

Visibility:  Public Pages and Listings
View Only:  checked
Active: checked
Searchable?  checked
Results Column?  checked

For both anonymous user and authenticated user I enabled:

access CiviCRM
access CiviMember
access Contact Dashboard
access all custom data
profile listings and forms
view all contacts

I can bring up the form with a URL like

http://mysite/civicrm/profile?reset=1&force=1&gid=7

but get this error at the top of the page:

No fields in this Profile have been configured as searchable

whether or not logged into the site.

I searched here in the forum but didn't see anything else that I missed, but obviously I must have missed a step?

I added a profile named "Harry1" just now and duplicated the problem

http://sandbox.civicrm.org/civicrm/profile?reset=1&force=1&gid=10


Should I add a case to JIRA?

You also had the "view" only option set, and hence search form was not picking it up :(

Please file a bug. depending on the complexity we'll fix it in 3.0.x or 3.x

For 3.0, we've modified the client-side form rules so that Searchable is hidden if View Only is checked. I've also added a note to the inline field help for the View Only checkbox. CRM-5148 has been updated to specify "allow search on view  only fields" and currently scheduled for v3.2.
