Rockettheme has an extension called RokBox. It is a JavaScript powered multimedia plug-in for joomla!.  After turning this plug-in off, the CiviCRM "Register additional people for this event" button works!

Thanks for reporting back. If you can get any info from the Rokbox developers as to what's causing the conflict that would be awesome.
