If you're using price sets and registering folks via "backend" registration form AND you want staff to be able to over-ride price set pricing ....

- add an additional price set field type = Text/Numeric Quantity
- assign price of -1 to that field (so it accounts as a discount multiplier)
- set visibility to Admin

Then your staff can put in a value that you want to subtract from the "normal calculated total" when registering "special" participants.
