1. yes, check the contract. all the work we do is developed under the AGPL license and incorporated into core and/or an extension (depending on what makes sense)

2. Depends on your budget, your timeline and how much interest you can generate from other folks in funding this. This has come up occasionally but not often enough that it most likely will be just one org that funds it all

pmoz - if you'd like to find out if other orgs are up for funding this, then it is worth spending a bit of time on a blog post outlining clearly in some detail what you'd like to do.  We can then start to promote it

but since you will have to write the specs at some point, promoting the work in a blog post seems worthwhile just in case someone is out there :)

Do we have anything drafted or a MIH or...?

This coincides with a need for my organization (http://forum.civicrm.org/index.php/topic,34138.msg144765.html#msg144765), but I would need more concrete details and numbers to pitch to funding decision makers.
