Adding a Yes/No column for imports called (perhaps) "Send email receipt"
If not present, this is assumed to be "No"
When importing a contribution use the setting of this column to decide whether the send an email receipt
The receipt is only sent if the import for that contribution succeeds

This would allow us to send a receipt to clients that request that.
