Donald you for the file. 

I assume we strip off the first field for importing - works fine for me.  Works fine also if I enclose the fields in double quotes between the commas.

One thing that tripped me up was I received a name exists message - this was referring to the import group existed, not the contact name existed.  So looks like need a new group or tag for each import if we wish to track (perhaps not a bad idea).  Maybe check the group out then copy them to production group?  Recommended procedure?

Thanks - this will really help for testing - we can now start using some of our own data in larger quantities.

There was a session problem in Joomla 1.0.13.  I had these same errors and upgraded to CiviCRM 1.9 hoping to fix them only to discover that the Joomla patch at http://forum.joomla.org/index.php/topic,200725.0.html was what I needed.  The patch completely fixed this problem.
