I would just like to confirm that I had this problem a while back, and after trying many things, clearing the templates_c folder was also my fix.  Other folks with this issue may want to try this option first since it's fairly quick and painless. Might not be the answer but if it is - time saved!

If you turn on debugging you can go to any civicrm URL & append &directoryCleanup=1 and this will remove the templates_c directory. Sometimes this directory can be hard to remove by ftp
