Just wanted to say I'm interested in working on this with you just at the moment funding may not be available.

In terms of re-using "edit groups" vs. a new permission it might be possible to avoid most of the delicacy you mention with a new permission, since it is less likely to change existing behavior, although at least for me to make this work the "edit all contacts" automatically granting editing group membership would need to change. But maybe an upgrade script could auto-grant the new permission to anyone who had "edit all contacts" before.
