Change to CSS for Select boxes

Not sure if this a bug fix or an enhancement. I was trying to change some minor css for a report template and I couldn't seem to change  the size of the select/multiselect box. The guys on IRC were really helpful and found that the style was embedded in the PHP script; form.php, which is located CRM/Report/Form.php ( line 572). Could this be changed so that it becomes part of the stylesheet (civicrm.css)?
