Why is the duplicate rule not working for this profile? This is a fresh install of 3.1.4 that has not been modified.

always helps if you replicate on Demo so the core team know that this isn't a result of some odd config at your end.

But not quite clear to me if it is the Rule that isn't working or something else since you say
