Glad you figured it out and sorry, I was using Drupal.   I frequently get confused what is Drupal and what is CiviCRM since I don't use Drupal for anything other than CiviCRM.

It’s OK, Dave
I like Drupal but unfortunately my all attempts to install CiviCRM on Drupal were unsuccessful because PHP safe mode on my host is on.
I believe you have great experience with CiviCRM on Drupal and I would like to listen your meaning about this topic.
The problem is that Drupal (or CiviCRM on Drupal) creates some temporary directories and session files as HTTPD process but because the default permissions on server are 644 (not writable) it not able to save files in /drupal/files/civicrm/templates_c/en_US/.
Strange enough but it works from time to time for a short time and I can see some session files in the directory named above.
