I usually upgrade to the latest version within a month of it becoming available. I just edited my previous post by suggesting that this change hasn't been implemented in the upgrade scripts (I couldn't find any upgrade scripts that added Message Templates for petitions).

I should clarify my earlier post (I seem to be having to do that quite regularly at the moment!)

In 3.3.beta1 and 3.3.beta2 there are upgrade files which include the contents of the message templates (subject, html, text), but I couldn't see that any records were being inserted into civicrm_msg_template with a title like 'Petition - signature added'. It appears that CRM/Upgrade/3.3.beta1.msg_template/civicrm_msg_template.tpl might update the template if it exists, but I can't find the INSERT statement.

Just want to shout out to Kiran and xavier on the job you guys did with the CiviCampaign,

I've had the same problem with 3.3.2 (upgrading from 3.2) but glad to see that it is in the works to be fixed in 3.4
