The user has the "Access Civicrm" Drupal role. What nickname am I looking for on IRC?

Several folks on IRC might be able to help you dig in (dgg, kurund, deepaks, yashodha ...) - but it would also help if you provide a bit more info re: ACLs on the site (since if user only has 'access CiviCRM' then I don't think they'll see any other contacts besides themselves unless ACLs are setup under Administer > Manager > Access Control).

Alternatively you might want to contract with Web Access or another developer shop to debug this and come up with a solution to the broader problem.

The user is able to see the contacts within any OG groups he belongs to and is admin. Maybe this problem has to do with the way OG uses the ACL, which is beyond me at the moment. I was hoping it would be something simple and would not require paying for more engineering work.

What other information would you need about the ACLs?

DGG asked me to join in since this seems to now involve OGs - but don't feel I quite understand your set up.

Are you using OG synch module?

Does the person (ie the OG Admin person) have 'Edit all Groups' permission?

There is an Edit groups permission, but not an Edit all groups permission. The admins do not have that permission.

I have a feeling that out developer is doing some customization that me be preventing this from working correctly. I'll have to follow up with him.

Yes, we are using the OG Sync module
