I've installed civicrm 4.0.7 on drupal 7.9 and I'm seeing >> Edit '!1' on the /user page under  Name and Address.  Is !1 some sort of token?  How can I either remove this value or set it it something else?

Not a token - it is a bug - it should be saying 'Edit Name and Address' or whatever the name of the civicrm profile that is set to use for Drupal Accounts.
Believe this has been fixed - if you need a quick solution I can probably dig up the JIRA issue which should have a patch.

It works fine on the demo and I think most of my sites also, but I do have one CiviCRM 4.0.7 where it shows Edit '!1'. Quite odd.

I found the patch you're talking about.  It's CRM-9169  I would have posted the command I used to apply the patch, but This lousy forum is complaining about a captcha and saying that I'm trying to post external links so I give up.
