Okay, I went to the sandbox and verified the issue:

Created membership for Magic Bus.

Assigned the demo (test@test.com) to be an employee of Magic Bus, gave relationship permission to demo to allow updating of Magic Bus and checked the other box there as well, although orgs can't login to edit, lol.  Went and modified the membership default to have the new custom dataset "Membership Test" and the assigned field, "Value 1" with three options, "Selection A" B and C.

Went to live link for membership and behalf value was set and the Magic Bus info was there but none of the custom dataset. Verified that it was there in the membership view on the admin side.

Thx for verifying. I've filed a bug report for 4.2. You can follow progress at: http://issues.civicrm.org/jira/browse/CRM-9586
