make sure your CIVICRM_SITE_KEY has the same value for both the front end and back end. i.e. in the files:

components/com_civicrm/civicrm.settings.php
administrator/components/com_civicrm/civicrm.settings.php

After hours of trying to get my mailer working, this one comment fixed it.  You might copy it to the email set up instructions.
