There is a problem with mandatory custom fields for events, when creating an Event Template. I can reproduce it on the demo, r38615.

Scenario:

Each event has some custom data (eg, the section of the website where the Event is displayed)
This field is mandatory (eg, the views won't pick up the event if the custom data is missing)
Need to create an Event Template where this custom data is not set (eg the template is used for Events that can appear in any section)
CiviEvent insists the custom data must be set else it refuses to save the Event Template

Suggestion: bypass the check that mandatory custom fields are set on Events, in the case where the Event is being saved as an Event Template.

Justification:

The mandatory setting on the custom field is for Events, not Event Templates
The bypassed check will be validated when the Event Template is used to create an Event

Corollaries:

Currently, Event Type is mandatory for Event Templates - can this rule be relaxed, given it will be checked when the Event Template is used to create an Event?
Currently, Participant Role is mandatory for Event Templates - can this rule be relaxed, given it will be checked when the Event Template is used to create an Event?
