Adding "&force=1" to the URLs for the searches that I have added to the Navigation menu works as desired!

But... what I do not see is a way to make that same change via CiviCRM » Administer CiviCRM » Option Groups » Custom Search Options (where I can only change the "class path" and the search title, but not the URL). 

If I just click on Search » Custom Searches I am taken to index2.php?option=com_civicrm&task=civicrm/contact/search/custom/list&reset=1 -- if I click on the search there, I still get the buildForm screen.

Is there a way to add a "&force=1" equivalent to the custom search php script itself somehow?

Currently no.

You might be able to do it by some creative use of the config hook and injecting $_GET['force'] = 1 for selective urls. but that does seem like a gross hack

Thanks, I'll just stick with the Navigation Menu for now :-)

Maybe a future release of CiviCRM could add a "Force?" checkbox to CiviCRM » Administer CiviCRM » Option Groups » Custom Search Options, which if selected would cause "&force=1" to be added to the end of the URL that is generated?

This checkbox would of course be in addition to the "Weight" field and the "Enabled?" checkbox that are already there.
