So to update this further, I had to rewrite my theme to use the phptemplate engine to get it to work.  Looks to me like Chameleon-type .theme file themes are no longer compatible with civicrm.  If you're using a zen based theme you're probably ok.

I can't even get it to work with Garland, which is completely unedited (deleted all files and uploaded fresh ones just to be sure).

It worked on my site the first time I went to the page. Came back and the top menu doesn't work and I get the javascript message.

Can you clear the cache and logout/login?

If there is still a problem, could you check if the javascripts are all loaded properly? (the net panel on firebug)

I often had this problem when the resource url wasn't properly set up, might be what you experience?

I cleared all caches and logged in/out. I have the same problem on my original site as well as my duplicate site. The original site had been working fine and then stopped working. I had visited everything after the upgrade and it worked. Came back and it didn't.

Resource URLs and directories are correct on both. I'm trying cache clearing logging out/in for about the 10th time to see if anything will change.

I posted a new item since this can't be theme related since I get the same thing on every theme. As such, it's likely a different issue than this person was running into.

Look in the Console tab of Firefox for JS errors. Sounds like a module is conflicting with CiviCRM's JS code.

Ended up being a problem with HTML Form Snippets.
