So the site I'm working on is a for a Michigan based non-profit, and I'm working on it as a volunteer. Until we really get rolling and use the new site as a platform for fundraising, there really isn't any budget. Any donations would be coming from me personally, and honestly, my budget is really tight right now too. I'll donate what I can and PM you. Whenever you can get to it, its going to be appreciated.  In the meanwhile, I'm just going to delete all of the non-Michigan counties out of my database and replace them with a catch all "Non-Michigan" county selection.

As far as a case study, the whole reason we need this working is that CiviPetition and CiviSurvey are hard to work with in that it takes many more steps to create petitions. Finding the webform integration was great and allows us to make petitions and surveys without having to create custom fields for each new one. Having the county information accurate for each contact is essential as we are using this to influence legislation.

I've added the ajax reloading bit, so it's going to work much better now for your setup.
Note that the field will be non-functional without the presence of a state/prov field.
