hey there,

one way would be the following...

first i would do is start defining the requirements and use cases here on *.civicrm.org.  first in forum posts (like you are doing) and then by wiki pages as it gets more concrete.

this first stage is really important because 1) you'll get the input of people that are working on civicrm development who will suggest good ways to approach the problem 2) you'll avoid duplication / waste of effort (for example two people developing the same thing at the same time, not realising that there is something in the pipeline that will make things easier for you development.

once the requirements are clear, people can work out a specification, i.e. a way to implement this in civicrm.

after that, you'll need to find someone who can do the work - likely there will be a fair amount of overlap between the people who are helping your write the requirements / specification and people that are actually doing the work.

while you are doing all this, you might also try and get others who are also interested in this to help out with funding or code.  you can do this by blogging, tweeting or using civicrms' 'make it happen'

a couple of ways that people do development are 1) general development for core, and then see how people use it or 2) develop for you specific use case, and then try and generalise the code.  in both cases it makes sense to make your code public from day one.

while the code is being developed, as a/the primary client, you'll likely be involved in testing the code and making sure it meets your use case.  after that, if the code is useful to others, you'll likely see people improving and building on your code.

On the other hand, Civi should be smart enough to build on some amazing work done in CMS land.

So far, we've done quite a good job integrating Civi with some powerful drupal modules, thus making something like the CiviCRM Starter Kit:

a really good comprehensive platform for folks interested in using drupal

Hopefully as we grow, we will get more contributions and improvements from Joomla and WordPress integrations and make it a lot tighter

@dlobo : I second that. As we're starting to integrate CiviCRM and Joomla, we're already working on several 'small' modules and plugins for Joomla that would make life easier. We'll make sure to share these on the forum and in code as the get built.
