In Australia at least SMS is covered by the same anti-spam laws as email is, but opting out of emails does not imply opting out of SMS and vice versa.

This suggests to me that there should be a No bulk SMS field  that can be set so that we can comply with anti spam laws for both SMS and email .

I see there is also a field do not sms in civi and we should use that field rather than do not sms. So this is another bug in core.

I agree with Joanne to some extent

Philosophically speaking it should be four options:

1. Do not send e-mail
2. Do not send bulk e-mail. (User has opted out.)
3. Do not send sms
4. Do not send bulk sms. (User has opted out.)

The difference between 1 and 2, is recorded by the user, and what they are clicking in the e-mail.

However, sms does not give the same clicking option. So I am not sure how it would be to differ between point 3 and 4 in real life.

So, I think that solution 1,2 and 3 (as it is today) is the appropriate one. And I also think that bulk sms should only check for point 3, and not for point 2. And then back-office users administer not sending sms-es by applying point 3.

But what does other think?

On a re-read of Australia's anti-spam law I think I have changed my mind.  If No Bullk Emails has been set via an optout link on an email than it would be safer not to send bulk SMS to that contact either.

I have added a comment to that effect on the jira issue

I can understand that requirement. What you could for australians and their spam law (maybe that is the same in some other countries) is to create a smart group could Opt Out. In this smart group your criteria is people who have opt out for bulk mails and then when you create your bulk sms you exclude this group from sending.

I'm working for Engineers Without Borders Galicia and we are migrating our volunteer managing system to CiviCRM. I'm experiencing something quite like this bug: https://issues.civicrm.org/jira/browse/CRM-15702

I can send SMS to individuals from their profile page, but bulk SMS are not sent , although the report says the job is completed. The users in the group (a one man group) have all emails. Our SMS provider is Twilio and there is no trace of the bulk sms. The normal ones get perfectly sent (and logged).

As I'm not exactly sure if this is a question or a bug, I've also asked at Stak Exchange. Please let me know if I should delete any of the posts.
Any help would be very much appreciated.

To me it sounds you experience the bug you are mentioning. Could you tell what version you are on?

I mean the version of CiviCRM as the bug is fixed in 4.6 and in 4.4.13

@carnotan, you have said your version of civicrm is 5.6.0.

There is no version 5.6.0, so what version are you using?
