CiviCRM 4.4.1 with WordPress not Finding CiviHR

I downloaded CiviHR 1.0.0 and put the files into wp-content/plugins/files/civicrm/extensions I see in that directory also cache and org.civicrm.volunteer which is expected as that is the one extension installed on this site. But when I refresh admin.php?page=CiviCRM&q=civicrm/admin/extensions&reset=1&action=browse I don't see CiviHR in the list of addable extensions.

Any ideas why?
