Also, I discovered that the autocomplete is not there, ie: the search icon is missing as well as "Select an existing org.." and "Enter a new org...".

is it anything to do with permissions - ie Drupal Permssions for something like CiviCRM Autocomplete?

I don't see any permissions like that...

I am now thinking that the organization information did not autofill on 3.x for anonymous users.  Instead I must have been misled by the absence of the auto-complete in the organization name. So I will start another thread re that.  thanks for your help

sorry i think i meant one of following permissions
CiviCRM: access AJAX API
CiviCRM: access contact reference fields
