Good morning.

Thank you for reporting and attempting to address this issue. I am experiencing the same thing. In order for a user to "assign volunteer needs" and to "assign volunteers" to an event, the user must be given permission in Drupal  to "administer CiviCRM". While this is a workaround, I don't understand why administrative rights are necessary for this.

According to your instructions, am I to understand that this issue has been addressed and that an updated version of CiviVolunteer is available?

This change went into CiviVolunteer 1.3, which is indeed available. You should be able to upgrade CiviVolunteer from the Manage Extensions page of your CiviCRM installation.
