Not sure if my placement is correct, but I updated the Joomla! install requirements to include a note to disable:

Thanks for all your hard work both. Update to the doc looks good.

My thought is that the CiviCRM core team does not need to take any further action on this. This bug is due to a deprecated setting which only exists in very old versions of php (5.3) which we will be dropping support for soon anyway.
